The National Science Foundation Graduate Research Fellowship Program (GRFP) long recognized the importance of funding graduate students studying internationally at non-US accredited schools of appropriate standards offering advanced degrees. The value of funding such students is obvious: it creates positive international collaborations for scientific research and policy making.
In 2010, the criteria changed such that students who wished to study abroad were no longer eligible for the GRFP. The change occurred in the "Organization Limit" section in the eligibility portion of the solicitation document.
We the people petition the Obama Administration to reestablish criteria for the NSF GRFP that would allow Americans studying abroad the chance to receive GRFP awards.
