Have every household own 1 gun per person in that home. Separate ammo from the weapon itself to keep kids from shooting themselves. Teach gun control and usage in schools, to teach them to respect the weapon and not abuse its use. If EVERYONE knows how to use a gun, a lot of people will be less inclined to try to rob a house or a store if they are guaranteed to get shot.
