Reform the welfare system, mandating each individual to pass drug tests, before receiving a check. If money is given to help support children, the children must attend school and have passing grades (C or above). This will ensure that parents will become more involved with the children and
decease the likelihood of high school drop outs. If the children do not maintain a passing grade and/or become truent, NO welfare check.
