The idea of having one goal of sobriety is unrealistic. The majority of addicts are going to continue to use and relapse, ergo we need to manage and provide materials for their addiction in order for these addicts to stay alive and maybe reach sobriety. The goal is to increase federal grants to expand Narcan and clean needle programs. Providing Narcan, giving out clean needles, and having more safety measures, for example to a heroin addict, encourages them to use in cleaner ways. This prevents spread diseases and overdoses. To many this might sound counterintuitive, but encouraging addicts in their own state of addiction with healthier environments can help. Aiding rather than taking away can help addicts use in cleaner ways, which is vital to their survival.
