Reform the American Consumer credit grading process so that it includes everyday bills like electric phone etc.

The majority of American consumers do not have any credit history because they pay cash for what they purchase, and are unable to get loans because of no revolving credit. These people are unable to get a revolving credit because they payed cash for what they have. Kind of a catch 22 type thing. However the majority of the people who have no revolving credit have various bills such as electric, cell phones, cable bills, etc which have all been payed in a timely manner under a contract of some sorts, but none of these are reported to the credit bureaus. I believe that if there is a way to have these bills go towards a credit rating more Americans will be able to get credit to buy homes, improve on their homes or anything else. I also believe that in return it will help the economy of USA.
