Repeal ASFA or CPS funding for adoptions. This creates a conflict of interest: Money for adoptable kids and unnecessary family breakups without helping unadoptable children. Any funding should go to reunification and adoptive families of unwanted children.
Create legislation to raise the burden of proof required to terminate parental rights similar to ICWA. Most people in the system are immigrants of different cultures or poor. The same reasoning spawned ICWA. American Indian children are neither more dispensable than white/black/hispanic or middle eastern children, nor are the families of the latter less important than Am. Indians. EQUAL PROTECTION is constitutionally mandated!
