Reform and regulate Child Protective Services to comply with Civil Rights and Liberties and the prevention of fraud.

Regulate Child Protective Services by:
1. Federal funding ; no longer determined by number of children in care. To prevent fraud, and predatory practice upon impoverished citizens.
2. Law passed stating parent/guardian must be charged with a crime upon removal of child(ren) to ensure due process and access to a fair impartial jury.
3. No extra funding for a rise in disabled/ handicap children in care.
4. Creation of federal agency for audit.
5. Enforce citizen rights under Amendments 5,6,8 and 14.
6. Provide that children must be returned to parent/guardian immediately upon evidence (or the lack thereof) that abuse/neglect has occurred.
7. Poverty nor lack of resource and education shall be used as evidence of abuse/neglect; provided that basic human need is met.
