The total number of Congressional Districts has been frozen at 1929 levels. Since that date the population of the US has more than doubled. The proportion of representation should be returned to Pre-1923 levels by reapportioning Congressional Districts to have no more than 200,000 citizens per representative. This change will create increased opportunities for minority representation and nullify the Racist Policies implemented in the 1st half of the 20th Century. The US Policy of Minority Vote Dilution by ever increasing populations in each district will be reversed by this simple reform.
