Reform the Biggert-Waters Act to focus it on "disaster zone" properties instead of all U.S. properties in floodplains.

The Biggert-Waters Flood Insurance Reform Act currently includes all properties within floodplains across the country, and it has caused many problems associated with the buying and selling of properties that seldom get flooded and are never destroyed by rising waters.

This legislation is misguided, and needs to be refocused on disaster areas in which total destruction of properties takes place too often instead of being all-inclusive. The reason FEMA is "under water" is because of the coastal regions, not inland river valleys.

Instead of delaying (pronounced "can-kicking") this legislation, it should be reworked in order to save housing markets and economies across our country while making sense to the American taxpayer.

Biggert-Waters - fix it, don't delay it.
