Reform the Child Support system to be actually beneficial for the children its supposed to be helping

Change the child support system to one where the goverment monitors what the money from child support is spent on. Too many parents that receive child support use the money for things that have no relation to the well being of the child and the childs weelbeings is ultimately ignored. Also the money put into the system should not be directly accessible by the custodial parent, and should be used like a pre-paid system where you can link directly to pay bills and related to the childs weel being. Also a percentage like 50% or so should be unaccessible untill the child is 18 and the child could use the built up funds for a college fund to better themselves and their lives. I also believe a system like this would reduce a fraudulent use of child support funds.
