Reform child support:
1) Looking at both parent on a individual case basis.
2) Non-custodian should be able to file tax and should recieve half the earned credit for each child if non-custodian pay child support.
3) Custodian should only use a state issued card only for the benefits of the kids with only a credit card to show what proof of transaction made similar to a food stamp card.
4) Custodian should be subject to a review every two year to insure compliance.
