1. CONGRESS WILL NO LONGER VOTE FOR THEIR FUTURE PAY RAISES. Congressional pay will rise by a factor of 0.9 times the lower of (a) the Chained-CPI, (b) the Social Security Cost of Living Allowance (COLA), or (c) the lowest raise given to Federal Blue and White Collar workers. In the event any of these are zero, Congress shall take a 1% pay reduction.
2. CONGRESS WILL BE PENALIZED FOR SHUTTING DOWN THE GOVERNMENT. In the event of an unpaid furlough of Federal Workers, Congressional salary will be reduced to the equivalent of full time at Federal Minimum Wage for 5 times as many days as the most heavily impacted Federal Workers. The reduction in Congressional Pay will begin as soon as any Federal Worker is impacted. Members of Congress may not recover their lost pay at a later date.
