When Congress is so dysfunctional that it threatens the economic viability of the country (e.g. by provoking a debt default), then Congress in its current form has to go.
It is time to propose constitutional amendments that will change how Congress is elected and works.
A few possible ideas:
- term limits for the House of Representatives,
- renewal of the House in third like the Senate,
- increase the size of the House,
- bar lawmakers from ever becoming lobbyists,
- repudiate "citizens united" and corporate money in politics,
- eliminate district gerrymandering,
- publicly fund elections,
- disfavor the two-party duopoly,
- make voting mandatory,
- limit filibuster
- make representation in the senate partially proportional to state population yet preserve small state rights
