It is legal to ferment up to 100 gallons per individual (or 200 gallons/household) of wine or beer annually for personal use, and it is legal to distill ethanol fuel for personal use with a valid, tax-free permit.

ATF and TTB laws should be updated to allow private citizens to obtain a tax-free permit to distill ethanol spirits (whiskey, rum, vodka, etc.) for personal consumption.
