Because the current federal definition of marijuana failed to respect the values and ideals of the US Constitution when it was created without citizen input 45 years ago, we now petition the Administration to impel Congress to enact this reformed definition of marijuana which conforms to the Necessary and Proper Clause, as well as the Ninth and Tenth Amendments: The term "marijuana" means all parts of the smoke produced by the combustion of the plant Cannabis sativa L.
While debate on the Schedule 1 status of marijuana continues, this definition will remove non-smoked cannabis from the Schedule to allow cannabis-based medical and industrial uses to proceed, as well as banking services for cannabis commerce.
