The Digital Millennium Copyright Act, also known as the DMCA should be reformed.
Copyrights would expire and eligible for renewal every 20 years.
While attempts to thwart online piracy have failed, a more reasonable approach should be made.
By placing a surcharge on the internet, telephone companies, cable companies, along with physical media such as DVD's, Hard Drives, Flash Drives, Memory Cards, and Cassettes. The revenue collected would go to a Commission controlled by Congress, revenues from that fund should be equally distributed to content providers which have registered with a Commission that is to be setup by Congress. Any media content provider that registers with the Trademark Office would qualify.
This amendment would only apply to audio/visual works.
