Party polarization could be minimized with Range Voting.
Range voting allows ranking of candidates on a scale that indicates relative preferences. You could rank competing candidate on a scale of, say, 1 to 10. Using this technique, minor political parties need not be spoilers.

Problems with voter id, registration, adequate numbers of voting machines, long waiting times should not be allowed.

Electronic voting machines should be open source so that they can be audited.
