In the past five elections (2000, 2004, 2008, 2012, and 2016), the current winner takes all system has done aginst the wishes of the majority of American Citzens twice (2000 and 2016) in Presidental Elections. This has produced an electoral error rate of 40% in Presidental elections in the 21st century (2/5 = .4); this is simply not how a democracy should work. I petition the U.S. Government to enaxt an act of Congress that would award Electoral Votes by Congressional district rather than by state. Nebraska and Maine already split their electoral votes in this manner and could serve as an example for the country. This bill would further democratize the U.S. election system by making every vote count and better represent the U.S. population in future presidential elections.
