Reform Electoral College votes under the Twelfth Amendment applied to Presidential elections since 1804

Presidential electors are selected on a state-by-state basis,although no elector is required by federal law to honor a pledge.This is inherently undemocratic and gives swing states disproportionate influence in electing the President and Vice President.It is possible to win the election by winning ONLY eleven states.This means four out of five voters in the national election are absolutely ignored,since most states use a winner-takes-all arrangement.When I was growing up I was told every vote counted; this was obviously a lie.This system should be replaced with a direct popular vote,as times and technology have changed.It is possible to implement an electronically registered voting card,swipe and vote. Electronically counted for a more accurate/fair system.A lot has changed since 1804!
