Reform Electric Vehicle Tax Incentives to make a true impact on EV's sold.

Replace the current EV Tax Credit System with a new up front Tax Rebate system. Vehicles over $50,000 should not be eligible for a Tax Rebate. Give plug-in vehicles with an EV range over 70mi an instant up front $10,000 Tax Rebate at purchase, and $5,000 for EV’s with a range between 20 and 70mi. Also, require all automakers to offer at least one fully EV model 2020.
