reform the entire education system (pre-k to doctorate)

I want to call for President Obama to focus on complete reform of the education system from Pre-k to doctorate so individuals can have a quality education with highly qualified teachers without going into debt for a significant period of time. It starts with first paying those in the education system better and using a tax reform to ensure quality education is obtainable and affordable for everyone. Some families cannot afford to send their children to preschool because they are just out of the income bracket for Head Start yet don't have enough left to afford to pay privately. College is leaving many people stuck with debt for a decade or more with mortgage like monthly payments which further hinders ability to provide. There is a huge need to focus on this to further advance America.
