Reform the Environmental Protection Agency (EPA) to its original intended purpose and powers.

Be It Resolved the EPA 1) be stripped of all regulatory powers and returned to its original advisory committee status with no powers to institute or enforce regulations that have not been instituted and passed into law by the Congress, 2) that duties be limited to the presentation of externally peer reviewed facts related to specific topics designated by Congress, 3) it be de-funded and de-staffed to a level of 3% of its current funding and staffing, 4) that all EPA regulations made since the year 2000 be suspended until Congress reviews or re-reviews and either confirms or re-confirms or repeals them, and 5) all issues related to air and water use and quality be returned to the individual states as the best custodians of their own resources.
