Reform Fair Credit Reporting Act by REQUIRING Credit reporting agencies to FULLY DISCLOSE all policies and procedures regarding the formulas used in creating FICO (credit) scores.

Further forbid Mortgage Lending from relying soley on FICO or credit scores to determine eligibility for Mortgage Loans. (IE: good rental history should be a reasonable qualifier for a mortgage, not just credit score alone)
