The Title IV-D Federal Incentive is an incentive for corruption. Taking legitimate power from Family Court Judges and allowing a Family Court system that creates deadbeats. Two / thirds of 15.9 million non-custodial parents are in arrears to the tune of an approx. avg. of $9091.
The more money the Family Court demands from non-custodial parents, the more the County, State and Federal Gov't. budgets profit; (bankers included).
