Reform the federal budget and finance system

I. Ban deficit spending until the year 2023.
II. Total federal spending to not exceed fiscal year 2000 spending plus 1/2 the rate of inflation since then.
III. 10% reduction in compensation for members of the U.S. House of Representatives, U.S. Senate, the Vice President, and the President.
IV. 10% reduction in compensation for all contracts under the federal S.E.S.
V. A 4-year freeze on all federal worker compensation increases.
