Reform federal flood insurance to phase out premium subsidies in flood-prone areas and help victims rebuild elsewhere.

The National Flood Insurance Program currently encourages repeated rebuilding in flood-prone areas by offering flood insurance premiums at below market, taxpayer subsidized rates. The program should be reformed 1. to phase out below-market premiums so that taxpayers aren't subsidizing the cost of owning beachfront property and 2. to provide incentives to flood victims to rebuild in areas that are not subject to flooding.
