This reform uses Enterprise Lean a proven efficiency method from private enterprise to fix government systems. It is a part of the General Reform Model which provides a step by step approach for reinventing a government agency to operate like a private business. Phase 1. empowers government employees to innovate and make continuous improvements to their jobs. Phase 2. uses the data from phase 1. to staff the agency, establish a bottoms-up budget for all of the agencies functions. Phase 3. changes the bureaucratic organization to a Team Managed organization with even more efficiency. Annual savings to entire Federal Government is estimated to be $500 billion.
