Reform the Federal Pell Grant award policies, to encompass timely degree completion as part of award criteria.

Currently the Federal Pell grant is awarded on a semester or yearly basis to eligible participants. With an average of 59% of students who start an undergraduate degree finishing the program, this petition proposes that award of the Pell Grant should be contingent upon timely graduation from an undergraduate program, and taken off the balance of student loans.
A Pell eligible student can currently recieve up to $30,000 in pell grant for a bachelor degree, instead of giving the grant during the program, a student who completes the degree within a six year timeframe can have the amount they would have recieved during their program removed from the total loan balance. This will encourage students to finish the degree program and reduce waste of Pell funds to non serious students.
