Reform the Federal Tax Code eliminating income taxes entirely by taxing electronic money every time it moves (APTT)

The current tax code that relies on voluntary reporting of income, has become untennable and nearly unenforcable.
The shear size and complexity of the code makes it a target for special interests seeking favorable treatment.
Subsidies, delivered through the tax code, for oil drillers and clean energy projects, are examples of competing interests.
Vast swatches of the code are dedicated to figuring out "What is income?" and whether or not you need to count it on your tax return. Is there some way to hide it or offset it or reduce your "Taxable Income" what rate to pay and then how to reduce the payments.

I propose taxing the movement of electronic money.
