Reform the federal tax code

Stop all federal taxation of individual US citizens income and or property. Reform the Federal tax code and system so each state determines how its citizens will be taxed. The federal government then receives tax money from each state for the federal government to operate.
Federal Government only responsible for National Defense, national Disasters, running of the the federal government, federal parks and monuments and other such programs. States will individually be responsible for boarder protection, immigration inforcement, Public Schools, public roads, health care, welfare, unemployment, Elections and all other such areas that involve items for the public good.
