REFORM & FEDERALLY CENTRALIZE THESE FAILING SYSTEMS: DEPT OF SOCIAL SERVICES, CHILD PROTECTION SERVICES & FOSTER CARE.

THIS NEEDS TO STOP! It is time for the Obama Admin & Congress to REFORM and Federally Centralize these Failing Systems currently being Poorly Mismanaged by All 50 States: 1) Dept of Social Services, 2) Child Protection Services & 3) Foster Care. Instead of continuing to Pour Billions of Dollars into these three Systems which have consistently Failed America's Hurting & Low Income Children, why doesn't Congress REFORM how these three Systems are Administered and Monitor them more Closely on the Federal Level? There are too many Low Income, Single Women being allowed by State Agencies to have Multiple Babies, Receive Hundreds of Dollars in Food Stamps & FREE Child Care for doing NOTHING!
