Reform the Filibuster in the senate

Reform the Filibuster in response to the abuses of it in the past decade by the Republicans in the minority. We have had record filibusters used to enforce a supermajority rather than a majority in the senate. This is not constitutional and an abuse of power.

The minority party should keep some mechanism to exploit limited control, possibly keeping the filibuster but with limitations, some suggestions:

1) Re-enforce the original intent of the filibuster and require you talk the entire time
2) Enforce a party limit on filibusters used per congressional session (or month, or year)

Or some other mechanism to help our government operate as it was intended and how it used to operate.
