Reform firearms Licensing process

We would petition that the current process for regulating firearms does little to prevent firearms from being sold legally to criminals and to those with questionable mental health. We submit a possible solution: insitute a policy similar to vehicle licensing for firearms
In order to puchase a firearm, the buyer must be able to provide a valid firearms licence, which shall be issed contingent upon completion of a firearms safety course and sucessfull completion of a criminal background check
It shall be a felony to sell a firearm of any kind to a person unable to provide a valid licence
All lost or stolen firearms must be reported within a reasonable time (~1 week) under penalty of Law
It shall be illegal, if under the influence or impaired, to be in posession of a firearm.
