If they need specific products/ services, then the money should be spent on U.S. products & shipped overseas.

If it needs emergency money to run its government, then an accounting firm here in the U.S. will issue paychecks after a committee approves wages & what the money is being spent on for a 90-day period.

If it needs financial support beyond a 90-day period, then they should borrow the money from China themselves.

They will never learn fiscal responsibility or accountability, unless they are responsible for paying back the funds. The only way to repay the funds is to make progress. Currently we are gifting money without any sign of progress in the short-term. The only thing we see is long-term dependency and corruption.
