Under current regulations, an applicant can ask several different IT outsourcing companies to file H1b petition for him. If more than one petition are selected, he will simply choose one and abandon the rest. Many people in this group are offshore applicants who may or may not really have a job in the US (as it's an open secret on the internet that, although illegal, this type of applicants often pay for their own H1b costs).
This will put the people who have a real job, and are already working in the at disadvantage since they clearly can only have one company (the one they are currently working for) file their petition.
The result of this loophole is that outsourcers will get more H1b visa while people who are already working here cannot. This is clearly unfair and should be reformed.
