Reform the Health and Welfare position for MALE birth control.

It is the belief of the many that the few are taking advantage of the health and welfare system that provides a living, housing, food, and many other subsistence's to those that have children without the ability to take care of them. Some see fit to live off of the governments assistance without striving to contribute to the community. We would propose that each eligible MALE of 18 yrs. be offered an elective GOVT paid surgical procedure to prevent conception of children during sexual activities. To be able to reverse the surgical procedure in the future the MALE would be offered the going rate for the surgical reversal in the form of a check which could be used in the future for the reversal surgery or as compensation for electing this birth control option.
