In which cases that terms are 4 years, let whomever wishes to run for a particular office apply via a government website like this one during the first year after an election. Have some preliminary screening questions and whatever credentials need attached for review. During the second year candidates will be held to extensive background checks and the results shall be posted to candidate's web profile. During the third year, let the public review the entries and vote on which remaining 4-12 may proceed to run for that office. Only during the fourth year of that term shall there be any campaigning of the final candidates.
