Reform how property appraisals are conducted so that they reflect the true value (based on historical trends)

The problem is not so much with the banking industry, but with the appraisers who provide their input to the banks in the form of property appraisals. Houses should be appraised at where they would have been if the housing bubble had not occurred. The problem with houses currently being appraised too low is that most homeowners can't sell their homes and lose all of their investment, so they are struggling to keep paying on mortgages in hope that values will go back up to a reasonable level. Refinancing isn't an option either because the banks are charging $10K that is added to the balance. Once the appraisals are back where they should be at the historical normal trend (as if the bubble didn't happen), normal buying and selling of houses should return. Reform how appraisals are done now!
