Have the IRS. enter your name in a federal or state lottery every time you pay your taxes on time. The premise is simple; use the carrot approach instead of the stick. The IRS spends over $10 Billion dollars each year trying to collect taxes owed the federal govt. Why not randomly select winners from the pool of tax payers & give the law abiding-taxpaying citizens, a real incentive to pay their taxes on time.
