There are two growing problems in America, a lack of legal representation for the poor and unemployed law graduates.
State and local municipalities reporting citizens ignoring summons (ex: http://lubbockonline.com/editorials/2012-11-25/our-view-how-many-jury-du...) and most jurors lack an understanding of our current legal system. With this in mind America could establish professional juries by hiring out of work law grads.
As for the need for more public defenders, the documentaries and articles speak for themselves (http://www.motherjones.com/politics/2013/05/public-defenders-gideon-supr...).
Addressing both these issues would in fact alleviate America's budget problems, by reducing mistrials and reducing prison population.
