This happens widely through the green industry, which is mainly dedicated to services such as chemical handling/mixing and applications to ornamental trees, shrubs, and turf grass.
Laws were originally designed to protect farms/farming employees and others harvesting crops for a profit. However, companies offering services not required for plant health/harvest have found a loophole in agriculture law.
