The President has ordered the Joint Chiefs to reduce forces. The Armys method of doing this is to start kicking out overweight, PT failures and non-advancement. The problem with this is that non-advancement should be removed from the top-down, not the bottom up. You have SFC-CSM that have remained stagnant and thereby keeping the SGT-SSG waiting for advancement. Also start allowing anyone that wishes to attend a promotion board to attend. Dont try to send only the cream of the crop.
