Reform NCIC criminal background proceedures, stop releasing arrest information as criminal convictions.

Many people across America plead guilty to crimes on the condition their charges and sentence will be reduced by a judge who has reviewed the circumstances of their case.
The current practice involving the NCIC database releases the ORIGINAL ARREST records to background check companies and potential employers.
This sometimes results in FALSE information being reported to employers as the crime on their arrest records may differ from actual crime conviction information.
It is currently possible for the NCIC database to report "Felony" to background check companies, when the actual conviction is a misdemeanor.
There also has been problems with NCIC and state work permits.
