Reform OPM leave policies so annual leave does not have to be used prior to requesting advanced sick & donated leave.

Currently workers governed by OPM rules have to use all of their annual and sick leave prior to using voluntarily donated leave.

During a medical emergency one can request donated leave from co-workers & if that is not enough, family & some friends. It could cover this period w/o making workers 0 out on leave giving no cushion for follow-up appointments and supervisor approved annual leave.

In cases like maternity/adoption bonding, which does not fall under sick leave, this could prevent one from digging themselves into a hole after the medical emergency and bring us closer to a no/low cost way of extending some maternity leave to parents.

Ease donation process from friends and family across agencies. Prioritize donated and advanced sick leave. Leave some annual for future use.
