FATCA and associated compliance costs and risks have led financial institutions around the world to limit the services available to US citizens and taxpayers ("US persons").
US persons living abroad often cannot even open simple bank accounts in the countries in which they are resident, leading many to choose to renounce their citizenship.
US persons with lower net worth are hit particularly hard, since their value to financial institutions does not justify the costs and risks associated with their business.
Petition: Reform FATCA, focusing in particular on mitigating its impacts on US citizens and taxpayers living abroad (e.g. exempting those without "substantial presence" in the US for tax purposes from FATCA provisions).
