Reform the organization of the military to reduce wasteful spending and help balance the budget.

The military is not an economically efficient organization, due to a number of reasons. There is a considerable amount of wasteful spending from such sources as no-bid contracts, use of contractors for work which could be done better and cheaper in-house, maintenance of our no-longer relevant nuclear arsenal, and over-ambitious research and development projects. This petition is to bring to attention the need to:
1. Hire a number of budgetary analysts and consultants to take chisels to the military and find more cost-effective ways to accomplish the same objectives.
2. Reduce reliance upon outside contractors and where necessary, make those contractors more competitive.
3. Disarm the majority of our nuclear arsenal, re-purposing the materials involved in civil research.
