The peace corps only requirement should be an age requirement of 18 years old. All training should take place once joined. Membership ship should also be immediate. Training in certain fields should offer certificates in completion that are valuable for jobs on return. College assistance to the Peace Corps should be the same as the military. We should also have Peace Corps recruiters in high schools. Many people don't join the Peace Corps because of membership requirements. If we lower the requirement level we'll see more active membership, this will help man other nations and provide people with training in many fields.
