Our prison system is currently overcrowded and expensive. As a way of reducing the number of prisoners we ask that the federal government to adopt a program of alternative punishments such as Corporal punishment, compulsory monitoring or other alternatives. These reforms should be constitutional as long as:
1) The defendant or convicted is able to choose them as an alternative to an other wise constitutional prison sentence.
2) The state is not allowed to require them as part of a plea deal (though the prosecutor may oppose)
3) A judge must approve any alternative sentence considering things such as nature of the crime, and danger to the public if the convicted is released.
4) If the convicted finds the punishment overly onerous there is a way to stop the punishment and serve the jail term
