Reform of Police Firearm Policy

In many other countries police do not carry firearms in the line of duty and therefore the police shoot and kill less people in interactions with those being policed.

Does the President, as the head of the Executive Branch, have the authority to order police officers not to carry fire arms in executing their duty? Would this lead to less killings of the people they are sworn to protect here in America? What other outcomes might come from such a policy change?
