Reform PPACA to allow Heath Insurance Companies to compete across state borders.

A key problem in the United States is that health insurance agencies are limited to relatively small markets (for example, BCBS MA is limited to Massachusetts' 6 Million Residents) If we reform PPACA to have federal minimum guidelines, it would allow companies to compete effectively across state borders without encouraging them to flock to the most unregulated state. By standardizing what health insurance companies must cover across every state, then allowing state to add coverage they want to their states' market, it would allow Heath Insurers to draw from 300 million consumers instead of simply however many people are in their states' market. For Example, on a national level, there may not be a need for insurers to cover "coal lung" but states like WV may demand that for their market.
